Message Telecommunications Service Tariff applies to Interstate service furnished by Express Communications, Inc., hereinafter referred to as Express, or furnished jointly by Express and Connecting Exchange Carriers, for provision of Interstate Message Telecommunications Service (MTS). Interstate service includes service to Area Code 809 (Puerto Rico and the US Virgin Islands).
